A Director serves as the Secretary of the Federal Scholarship Board (FSB), a Department of the Federal Ministry of Education. As implied by the name and terminology, it has no governing board.

The Board's mandate is as follows:

Policy Development - Development of recurring master plans for the equitable and effective distribution of local and international fellowships to deserving Nigerian undergraduate and graduate students. Consultations with state governments, foreign affairs ministries, and other pertinent authorities and entities may occasionally be necessary in this regard.

implementation of federal government policies and initiatives for giving meritorious Nigerian academics rewards for local and international scholarships.

Implementation of Federal Government commitments to Commonwealth and Multilateral Agreements on Scholarship and Fellowship Awards to Nigeria and the Bilateral Education Agreement (BEA).

implementation of the NYSC EX-Corps Scholarship and the Presidential Special Scholarship for Innovation and Development (PRESSED).

Data gathering, compiling, analysis, publishing, and distribution about student issues, scholarship, and fellowship awards related to Nigeria.

supervision and tracking of federal government scholars' activities both domestically and internationally in tertiary institutions.

through yearly meetings of the secretaries of the federal and state scholarship boards, advising and coordinating state scholarship policies and programs.

THE BOARD WORKS UNDER THE FOLLOWING FOUR (4) DIVISIONS:

1. Bilateral Education Agreement (BEA);

2. Nigerian Awards

3. Plan for Commonwealth Fellowships & Scholarships; and

4. General Tasks
